Westminster City Council
To translate this strategy into practical, short-term action, Westminster City Council developed the Greening and Biodiversity Action Plan (GBAP). The Action Plan outlines the specific steps the Council will take, working alongside partners, businesses and local communities, to improve access to nature, enhance biodiversity and respond to the ecological emergency.
An internal cross-departmental working group was established to shape the actions within the plan. Draft proposals were then shared with #WilderWestminster. Feedback from this diverse group of stakeholders helped refine the actions and ensure they reflected local expertise, best practice and on-the-ground experience. The final Greening and Biodiversity Action Plan was published in October 2025.
Evidence-building and partnership working sit at the heart of the GBAP, with delivery supported by the #WilderWestminster network. Early progress includes the launch of a new partnership with National Park City to develop a ranger programme in Westminster, directly delivering one of the actions set out in the plan.
While it is too early to measure long-term outcomes, the Greening and Biodiversity Action Plan provides a clear framework for more joined-up working across sectors, supporting the shared ambition of creating a greener, more biodiverse Westminster.
